Qualify for Service

To qualify for legal services through HVLP, you must:

Be a resident of Harris County.

Generally have a household income no greater than 175% of the federal poverty guidelines (FPG), with the following exceptions:

• Low-Income Tax Clinic applicants may have household income of up to 250% of FPG.
• HIV/AIDS Project applicants may have household income of up to 300% of FPG.

Be current with child support payments, if applicable.

Additionally

• No fee generating cases are accepted.
• No traffic court cases are accepted.
• No criminal cases are accepted.
• Incarcerated applicants are ineligible for services.
